The Finance Corps Association is a non-profit organization dedicated to furthering the interests of the US Army Finance Corps.
The Association’s mission is to foster a spirit of goodwill and cooperative endeavor among its members and to perpetuate friendships and traditions growing out of their membership in the US Army Finance Corps. It also includes the establishment of an educational program to enhance the knowledge and understanding of the history of the Finance Corps and the Finance Regiment.
We provide a medium for the mutual exchange and discussion of ideas and information of interest to members of the Association, and promote esprit de corps among all members of the Association and the Finance Corps.
The Finance Corps Association (FCA) was officially established as a nonprofit 501(c)(19) organization on July 10, 1975. For the first 42 years, leadership of the FCA was an additional duty held by the Commandant of the Finance School and the Command Sergeant Major, who served as the Association’s President and Vice President, respectively. At the time of its founding, COL (R) Robert Speer and CSM Paul Morrissette held these inaugural roles.
In 2017, then Commandant COL Eric F. Zellars and CSM Annie Walker recognized the need for a more independent and dynamic structure. They rewrote and modernized the FCA bylaws, removing the automatic assignment of the Commandant and CSM as leaders of the Association. Instead, they advocated for a governance model driven by elected representatives from the general membership—both civilians and Soldiers. This new framework brought fresh energy, inclusiveness, and relevance to the FCA, ensuring continued service to Soldiers, Civilians, and Families. The revised bylaws were adopted on July 30, 2017.
The following year, the FCA held its first general election. CSM (R) Paul Morrissette was elected as President, with SGM Rhonda Byrd as Vice President. They appointed COL (R) Eric Zellars as the first Chief of Staff under the new structure and named CSM (R) Annie Walker as Secretary. Together, this team laid the foundation for the FCA’s transformation and resurgence.
Their first order of business: re-establishing the FCA’s nonprofit status, which had lapsed. By January 2019, the FCA was once again in good standing with the IRS and positioned for growth.

Our flagship event, Regimental Week, embodies the spirit of Esprit de Corps. The FCA proudly sponsors Soldiers’ attendance, fosters mentorship, and enhances community through social and professional events. Each year, over 200 volunteer hours ensure this week-long celebration of tradition and transformation continues to thrive.
The premier fundraising event of the year, the FCA Golf Tournament unites Soldiers, Civilians, Veterans, sponsors (local business owners), and supporters. With more than 40 volunteers and 200+ hours of planning, this event fuels our scholarship fund, award ceremonies, and Regimental Week.
This initiative awards up to six college scholarships annually to Soldiers, Civilians, and/or Family Members who demonstrate excellence in writing and leadership potential. With 300+ volunteer hours dedicated to judging and administration, this competition amplifies the voices and aspirations of our next generation.
This annual meeting shapes the strategic direction for the FCA and serves as a platform for our largest membership drive. With mentorship sessions and the development of the FCA’s annual plan, this event underscores our commitment to the future and excellence.
The Hall of Fame honors individuals who’ve left a profound and lasting legacy on the Corps. Inductees are recognized in a formal ceremony, and their portraits are displayed in the U.S. Army Financial Management School—immortalizing their impact for generations to come.
